Topics for discussion
The role of universities in the development of human capital for the digital economy
At the plenary session, stakeholders will identify the role now being played by universities in today's new digital world, along with key trends in eLearning. Furthermore, they will share their visions on the future development of online learning.
Representatives of government and business, as well as leaders of top Russian and foreign universities, will present their opinions on the various features of high-demand education in the digital economy and discuss the impact of technological development on the global educational market.
Digitalization of education: global trends, strategies, prospects
This section is devoted to the transformation of classical learning, the problems related to the digitalization of universities, global trends, strategies and prospects for eLearning development.
The intent is to discuss the various aspects of the inclusion of online learning in educational processes, as well as cooperation with leading Russian and foreign educational platforms, universities, and business with respect to online learning.
Consortium of Universities: collaborative projects and researches in the context of the globalization of education.
In the context of the 'massivization' and customer-centricity of higher education, there has been an aggravation of competition between universities. On the other hand, the globalization of education pushes universities from different countries to create strategic alliances, which allow partner institutions to strengthen their positions in the global educational services market.
Speakers from leading world and Russian universities will discuss topical issues in regards to the support and development of international cooperation of universities. They will also consider various collaboration strategies.
Online platform as a tool for uniting researchers around the world
The latest technologies have expanded the possibilities for research collaboration and allowed for the formation of scientific groups in different parts of the world. At this session, online education will be considered as a platform for the development of joint international research projects. The problems faced by researchers and their possible solutions, as well as the prospects for developing international partnerships, will be discussed.
e-Learning Platforms: future outlook
Online educational projects often face the issue of finding effective technological, organizational and marketing solutions, while also giving due consideration to the interests of individual platform users, as well as representatives of business, government and universities. This session's participants will discuss the prospective trends in the development of educational platforms, the features of working with different categories of users, and the strategic approaches that have proven to be most successful for retaining market leadership.
New concepts of staff training program for the digital economy
Participants will review the latest trends in corporate online learning, staff training concepts for the digital economy, corporate technologies for online learning, and how effective decision-making is carried out between partners with respect to the organization of online learning process.


Education without borders: formats and relevance of online diplomas
In this section, Russian and foreign experts will review the main formats for including online courses in formal education systems. Participants will share their experience and vision of the mechanisms that can guarantee high quality for both students and customers, whether they are employers or the state. They will also discuss prospects for the recognition of online diplomas for the further formation of unified educational learning paths.
Adaptive and personalized learning
Analysis of educational processes has already become an integral part of academic development. Experts will discuss the formation of special aspects of individual learning paths, organization of tutoring processes, content adaptation technologies, and adaptive learning methodologies.
Gamification in education. VR / AR Technologies. Simulators.
Gaming methods and simulations increase engagement in the educational process and provide instant feedback, which is extremely important in the eLearning environment. The session's participants will discuss the development of gamification as a learning technology and present their experience of using augmented and virtual reality in the learning process.
Cloud computing + data analysis. SMART-Universities.
Participants will consider plans to introduce Data Mining and Social Media technologies into various educational processes, as well as their economic and social effects. Furthermore, they will discuss the issue of creating an integrational learning space based on information and communication technologies.
Digital University. Technologies
Digitalization encompasses all spheres of human activity and thereby poses new challenges for universities. This section examines the strategic goals, opportunities and tasks of universities' digitalization processes, as well as the technologies that can help to transform academic institutions into educational platforms. The participants will analyze both Russian and foreign experience in regards to the use of Digital Learning technologies at academic institutions.
Psychometrics. Analytics
One of the most important components of high-quality online courses are measurements. Psychometrics is the scientific discipline devoted to measurements. The section will look into measurements of students' knowledge in regards to the dynamics caused by the effects of learning and forgetting, as well as the validity of measuring tools with automated and mutual evaluation. Other topics to be considered will include measurements of the effects of eLearning collaboration, the participation of students in online courses, and the possibility of forecasting dropouts and unfair strategies during online exams.
Furthermore, the section includes both practical cases and a review of psychometric tools based on modern psychometric theory (Item Response Theory), psychometric networks (Network Psychometrics), and Bayesian psychometrics (Bayesian Item Response Models).

Cross-cultural aspects of eLearning
Globalization is a key trend impacting on education, and this involves the creation of a global educational environment and attracting both students and teachers with various national and professional backgrounds. For such a diverse audience, the teaching models and methods applied should also vary. With this in mind, eLearning technologies make it possible to adapt both entire learning processes and individual components, such as content, assessment tools, teacher-student communication methods, etc.
This section will discuss the main problems faced by teachers and students working in intercultural groups, the possible solutions to these problems, and also more general issues related to the sociocultural phenomenon of online learning. It will also consider the impact of economics, politics and national norms on the development of the online educational environment, as well as ways of overcoming digital inequality throughout the world.


Online courses in the context of communication and psychology
As part of this section, participants will consider the motivations of MOOC students and the development of communication skills in an eLearning environment.
Digital humanities
The emergence of digital technologies has improved the traditional methodologies of humanities through the use of digital tools, innovation in collecting and visualizing information, and the implementation of data mining algorithms.
Among the topics of the section are the practices of effective usage of augmented and virtual reality interfaces in eLearning, the features of web programming, and the design of online courses based on various user types and their requests for digital content.

Legal aspects of online learning - roundtable discussion
The growing popularity of online education has had a substantial effect on traditional approaches to teaching at universities. In turn, both educational institutions and authorities face new tasks, such as creating innovative regulatory and organization charts, which can ensure effective implementation of new educational practices.
The session's participants will discuss problems and possible solutions in regards to these issues in the sphere of online education.
Sociology of online learning
This section will focus on online education's role in the context of the social sciences, as well as highlight the key features of online education as a social phenomenon. Experts will identify both positive and negative forecasts in regards to the use of interactive teaching methods.
Philosophy of online education
Digital transformation has had a major influence on existing concepts of teaching and knowledge transfer, which, in turn, results in adjustments to existing learning theories. This new trend includes searches for paradigms, such as the conceptualization of conditions for open education, and teaching methodologies.
In this section, we will discuss the various views of eLearning, as well as philosophical issues regarding the quality and standardization of online education. Furthermore, we will analyze the connectionism theory from the perspective of open education.

Report abstracts and initiative proposals for sections and working groups should be submitted via EasyChair once you are registered for the conference.

Abstracts should contain up to 500 words.

Each section runs for 1.5-2 hours, and reports should be 15-20 minutes long.

Decisions of the Programme Committee to include reports in the eSTARS 2018 programme will be taken by October 1, 2018, following an independent review.
The working languages of the conference are Russian and English. The plenary and most sections will be accompanied by simultaneous interpretation.

Group initiatives
The Programme Committee of eSTARSummit 2018 will consider initiative proposals for group applications, sections, working groups and panel discussions. Groups of authors of individual applications can inform the committee about their interest in participating in a given section and propose a title for this section.
